I don’t know how to handle this Writing question and need guidance.

What I need is a paper, In the paper:

1. Determine of the three entities (government, nongovernmental agencies and individuals) who has the most influence/responsibility and why. (Be sure to back this up with at least 2 credible resources.)
2. After considering the opinions outlined in this article and researching this topic on your own, make an argument for or against globalization from a 2019 perspective. (Be sure to back this up with at least 2 credible resources.)
